Meeting Called To Order: 7:00pm

1. Chris Barnhart - Secretary's report

  • Members were emailed a copy of the minutes from the 8/3/08 meeting for review.
  • Motion to accept report: Ken Wilcoxen; 2nd: Steve Haring; Passed: membership

2. John Kereven - Treasurer's report

  • Balance = $439.58
  • Motion to accept report: Tom Starr; 2nd: Les Huisingh; Passed: membership

3. Steve Wilkins - Recognition of new officials for membership

  • No new members

4. Old Business

a.) Top 15 Voting (Chris Barnhart):  Chris Barnhart mentioned that Top 15 ballots for Football and Volleyball were emailed to those eligible to vote and be voted for.  Tom Starr suggested scanning the lists and forwarding them in a PDF format because some members were unable to open the attachments.  For those that did not choose to utilize the email process or could not, ballots were handed out and completed at the meeting.  There was further discussion regarding top 15 eligibility criteria as it pertains to new members.  Paul Strohman asked to be considered for top 15 voting on Football as he was not included based on established criteria within the bylaws.  Tom Starr mentioned that there was a provision in the by-laws allowing for consideration for new members.  New member appeals to be put on the top 15 lists were to be decided by the RROA Board.   Chris Barnhart proposed that Certified members be placed on the top 15 lists automatically.  Les Huisingh suggested tabling the discussion to a future meeting.   

b.) Football Clinic (Robert Ybarra) :  Reminder that Robert Ybarra (IHSA Football Clinician) will have a level II Football Clinic at Newman High School on 8-23-08.  Any member that would like to volunteer to help out at this clinic should contact Robert. 

5. New Business

a.) RROA Observer/Mentor Program (Les Huisingh) :  Les Huisingh noted that recommendations from the Observer Committee had been submitted to the board a while back, he asked about the status of the program.  Chris Barnhart noted that he was not aware of the submission of the Observer Program by Les Huisingh and noted that there was a generic mention of an Observer Program within the RROA bylaws, as required by the IHSA.  Larry Wilcoxen noted that the IHSA was "in limbo" regarding the Observer Program so there was no rush to have one in place as of now.  Dave Trueblood mentioned that it would be good to have the Observer Program in place and recommended that we proceed with establishing a program.  Les Huisingh mentioned that he would talk to Gary Taylor and they would present a structured program at the next meeting.   

b.) Websites (Chris Barnhart) : Chris Barnhart reminded members to update their member information on Sports Scheduling System and make sure to indicate that they are RROA members so that Jim DuBois could edit their expiration dates.  Chris Barnhart suggested looking at using other assigning systems for next year.  Jim DuBois mentioned that other schools are utilizing highschoolsports.com and the schedule star system.  He noted an upcoming training to be held at Bureau Valley High School.  Les Huisingh mentioned that thearbiter.net was much more user friendly than SSS was.  Chris Barnhart also mentioned the discussion forum on the http://www.rockriverofficials.org/ website and encouraged members to utilize this forum to promote discussion on case plays and rule interpretations.   The more it gets used the better it will be.  Educational powerpoint presentations and video clips are currently available on the IHSA and NFHS website.  These resources will be used in future RROA meetings. 

c.) RROA Resource Library (Jim DuBois) :  Jim DuBois has the RROA resource library.  Members (especially new members) were encouraged to utilize the resource library to further their officiating education.  If anyone has books or videos that they would like to donate to the library please contact Jim DuBois.    

d.) Sauk Valley College Officiating Classes (Chris Barnhart) : Chris Barnhart mentioned that he was interested in starting officiating classes through Sauk Valley Community College.  Keith Medema mentioned that IACCO had initiated  officiating classes through a local community college.  Any member interested in being involved with the formation of officiating classes was encouraged to contact Chris Barnhart. 

e.) Seasonal Mailing to Athletic Directors (Chris Barnhart) : Chris Barnhart mentioned that the RROA roster would be emailed to area Athletic Directors this week.  Mention and explanation of the Sports Scheduling System and a request for Athletic Directors to explain the importance of ratings to their coaches will be included in the emailing. 

f.) Football Discussion :  Keith Medema and Ken Wilcoxen led a football discussion.

g.) Volleyball Discussion: Steve Haring led a Volleyball discussion.
